does Culling Blade ever critical?

The skill description clearly says that it CAN critically hit.
The reality is that it never critically hit for me as all the other ultimate skills.
critical chance for ultimate skills is simply not there.
Please fix it.

Critical on skills are currently buggy, they don't work yet as far as I know, and the devs are working on it as we speak.
