Ravage bugged?

Ravage bugged?
Okay i have Ravage +4 giving 80% to attack and 50% fire damage.... wow this skill is not doing the damage it should be and i don't think fire damage is even working at all. it also has a 0% chance to crit. can anyone confirm this?

so why have skills at all if my normal attack does more damage and has a chance to crit? seem to be doing more using utility skills with ultimate's.

Because your targets have high resist and armour.
