Not sure what you count as active player as I have been playing for about two weeks straight and have not received the free 4* character from your in game mail announcement.

Are you signed in to a Gamenami account in the game? That was a prerequisite to get the character.

You also need to have signed-up / signed-in to Gamenami. Guest accounts don't get the free character.
