Update: Bonus Fort HP

Clans will now get bonus fort HP when clans salvage against a stronger enemy clan.
The bonus HP is capped at a maximum of additional 100% of fort max HP.
A clan is considered stronger based on the difference in fort sinks within the last 60 days.
