On average you tend to get a little less than your ocho back as either ocho or AP, plus a lot of gold and procks.

The gambler chests differ from a real casino in that they actually give back more than what the price of the stakes are.

You can buy a limited amount of them per month for several reasons.

You do not have equal chances for all loot for chests. Neither has it been said that you would have equal chances for all loot.

When it comes to the gold chests the chances for the loot has always been heavily weighed towards the lower gold pay outs.

But tell me the likelihood that your casino will ever offer say 40 : 1 when gambling on a single number on the roulette?

And then you are complaining when BS adds chests which gives payouts that are equal or higher than the ocho used.
20 ocho in ship gives, 200 AP, 2 M gold or 4 plasma rocks.

The gambler chests can give no less than 20 ocho, 200 AP, 2 M gold or 5 plasma rocks.
