these changes are likely happening to encourage more people to use ships other then battleship X. If you go raiding or PVP daily... you can see that everyone is using battleship X (asside from the few rammers over level 200).

3.0 pvping uses a generic ship for each level class of ship. So even though it shows Battleship X for everyone, not everyone is using it.
