that's not a skill, it's a cheat code that says rammers will win if they use their high dmg build.. it takes all the strategy out of slowdown weapons and speed changes in combat. in short, it dumbs down the game (only those who are inept at strategy would want this).
though I shall give credit for the nifty name suggested, the mechanics of it: no.

Suggestions for lv 200 skills:
Pirate lv 200 Skill
Booby Trap
Damage opponent lv X 150 per volley
reduced opponent speed 10% per volley
activate only if distance <1500 yards
defense only
Class specific
(buff of mag mines but made to not include missilers)
Soldier lv 200 skill
Target Locked
+20% missile damage when combat distance >3000
-10% speed
class specific
(designed so cannot be activated 3 times in a round)
Scout lv 200 skill
Precision Ramming
(nav/50) % boost to ram damage
-10% speed
Class specific
(version of Overload for Scouts)
Mechaninc lv 200 Skill
Idk what to do for them as they already have Buffed armor, buffed damage and buffed HP... i guess a speed skill.

oh no.... i tot i can retire my dual for good. lolz.
make it easy (for the devs and players) if u want lvl 200 skills. too many combat skills these days, people just use sabotage skill to control the battle outcomes.
some suggestions:
Pirate: 5% bonus gold (makes sense pirates loot more gold, dun they?)
Mech: 2.5% bonus exp
Scout: 2.5% chance of extra 1 ember drop
Soldier: 5% chance of extra 1 war medal drop
tweak the % to balance as necessary.

That y new skill must be sabo immune but must also balance so it not too op
