when does the ???? anti-sniping mark get into action?

I believe is 10% of the remaining fort hp then the hp will turn to ???.

but there is sumthing i encountered.

when the enemy fort's hp goes below 2m. their hp is not displayed anymore.
instead it changes like Fogofwar. displays "???" instead of actual hp.

so i switched back to old console so i can see the forts hp

i knew you would notice the countdown timer. was the first thing i fixed on it :3
