I am a fan of more medium-large clans instead of more uber clans. I thought the mergers that were happening were good, Power, X-fleet, INA, and there may have been others. Those were good for the game. MARS and Jugg were not... along with WAR and Vg gobbling up clans.... bad. I stand by my thought that 5 tokens were good for smaller clans and 10% level limits instead of 15% were better...

Clans strive to be the strongest... until it comes to going to tier S where u r screwed by the top 4. and living a life of ninja fort kills is not the way to enjoy the game.

Right now, even though there is a level cap, clans can grow naturally over that #. If a clan has 14.9% of 200+s they can recruit/poach another. Now they are beyond 15% and can no longer recruit.
However, if one of the clans 199s levels up, they are now well beyond the % cap.
If clans get split up, I suggest making it a hard cap #. You can never go beyond 5% (example). If someone levels to 200 and puts the clan over the cap, they are essentially pacified until the % is back to under the cap. Or they can help another clan for a while.

to be perfectly honest, i've never understood why people were such staunch supporters of the old level cap simply because it didn't prevent people within the clan from leveling up and getting an uber percentage.
it doesn't take a rocket scientist to look at all the level 190+'s and figure out which clans will have insane percentages of the 200+'s in the relatively near future unless something changes

One definite downside to dropping the max size to 99...
If we thought alliances were bad after the faction thing was announced... wait until the 4 biggest clans become 12 of the strongest clans all allied together a la Vg-TBS-Hounds (old), Mars/Fred/Ares, Juggz/INA/Seal, War-Leg-Joy-EveryoneElse

don't know about everyone else, but we can barely organize ourselves in one clan, don't know how we'd manage with a ton of clans...
