Hmm if nothing wrong with the HP then it should be the mixture of close combat weapon...
I have to agree that rammer not really versatile as gunner do...
Gunner have Missiles(long range), cannon(mid range) and subcannon(close range)
Rammer only can use 2 type of weapon... Ram and Missiles...
Range ram and close ram using similar damage calculation formula...
I guess range ram should be using different damage calculation formula just like gunner missiles using nav as small bonus damage...
Why not dev develop are formula that using Def as small bonus for range ram
Then rammer and gunner each have 3 different choices :P

i hope u do realize this new subgun for rammers only available at lvl 215, and since the weapon stat makes it as ultimate long rams weapon, the expected cost of ember would be over 9000!!!!
beside, its a similar one to ghost blade tho, push the enemy for 3k speed...only good for fat ram D
