Question about new HP system and repair

How is the repair system based ?

If a clan gets hp buff on rez is his hp repair calculated regarding that hp ? Or calculated regarding the hp his fort level has ?

The amount of repairs a clan can do is based on the Hp that they have when they rezz. So that means if a clan have 120mil hp when it salvage, they can repair 120mil.
