The level limit for non Tier S is not redundant and is probably pretty necessary to a certain extent imho.
But of course, further discussion and reviews and suggestions to tweak this can be done to improve things for sure.

Don't worry. I have the answer to your former clanmate's problem.
Simply inform him that since he last was active there is now a delevel token available to purchase in the Ocho shop.
Tell him to go do that several times until he has reached his new target level to rejoin your clan.
Super simple advice.

'Good suggestion' on the delevel. I doubt he will take it though. haha.

To sum up my points.
It's hard to recruit members into clans with level limits for non tier S clans. Moreover it's not really fair since there are already clans with high levels there. Furthermore, there's a difference between active and a not-so-active high level players. If they are active, they will either move to a more active clan or they will move the clan up the tiers.
Fort sinks for deciding tiers can be improved. I suggest recalculating after a certain duration (1 week? 1 month?) This will allow newly active clans or newly inactive clans to move to the 'proper' tiers. Case in point, if AEGIS (or any superclans) ever lose 90% of their active players, they will still remain in tier S for a long time using the current fort sinks tier system.
Bottom feeding can be an issue. But with the crappy xp, low fort hp and fewer clans in the lower tiers, I do not think it's a big issue as before. Furthermore, there's already a 10% rule for recruiting very high levels, the restriction due to fort size / member limit and my first point above.
