There is no problem with 5 ember to 1 war medal. This is a fair price and reflects how difficult it is to get the two different resurces and how much AP needs to be spent on them.

The number of clans have greatly increased so more clans should get higher rewards.

And number of skirmishers should also have increased so please review the individual awards too.

Please don't put ember in as a bonus or as a purchasable item. Make people earn the ember and the ember items. If they want instant gratification, they have ocho items and APs. Monster events.

The main problem right now is that you still don't have two tiers which is needed because of the power difference between the clans.

The higher tier would work pretty well with this.
The lower tier needs even lower HP on the forts and/or not as many tokens.

This event is working pretty well and is a lot better than the previous setup.

You should consider making the event permanent.

Well, some clans are using all 5 tokens.

Others probably not doing so because, almost always way too powerful fort up and floating.

Just how many clans are needed for 2 tiers?

Yeah, surprised you opened up expeditionary outpost before battle grounds.

The expeditionary outpost is generally higher level items than the battle grounds.

It would be too easy to qualify for every item in the game. I already have 456 participation points in SO and would qualify for over lvl 150 items. 2 more months and I will probably qualify for every item in the game. SO does need a new tier for the forming clans however. Regardless of what else is done.
