Also, will partial ocho rewards be given for people who spent 1000s of ochos but were held up because they couldn't get 15 lvl 70's to help them?

Yes, plural. I got none.

Anyone know the chances of getting plasma breath from Mecha for the last secondary quest? I've sank it like....5 times already this is getting ridiculous. over 400 APs alone there.
